I would drill out the oval hole to make it round. Next, I would turn down a piece of brass rod for a tight press in fit. Last, drill the brass to size. I think the bell-crank is castiron, so, be careful with the press in fit. Too tight and the cast iron will crack. If possible I might even leave a raised collar on one end of the press-in-rod to act as a stop.
I have the good fortune to have a lathe, so making bushings is easy. I have a milling machine also. A milling machine is a great way to drill a round hole.
If you can, drill one size under and ream to the size you want. Drill bits often make irregular holes. An end mill in a milling machine will make a round hole.
This all sounds so complicated, but this will take less time than making a peanut butter and jam sandwich.
