Good news, I hope it is all that you hope it to be. 282 is a solid engine, based of the FAx and BLD series. Hard to kill!

FA series was the wet liner version that pre dated the BLD series, they were FAA, FAB, FAC.

Looks like it has the governor, so overspeeding shouldn't be problem.

Not hard, they are geared low, and my BLD 269 K can exceed redline without much trouble. Road speed is not that high. At 55 one of my K's is right at the redline.
My K has similar spec's 5 spd OD and 2 spd rear.
