I'm trying to remember, do you have a velocity gov or a vacuum operated gov?
vacuum gov I think.... Its inoperable...missing parts Spacer doesn't seem to have the holes either

IIRC we researched this on some thread before, and the passage goes to the "economizer" diaphram on the top of the float bowl. It needs to see manifold vacuum, and passed thru the gov to the manifold, so it would stay closed when the gov restricted flow.

Sure enough. Cleaned the plate to reveal nothing. Eventhough the frame VIN is easily visible NC is requiring a new VIN and their cheap stickers on the door jamb and firewall! Ugh!

On my 9670's IHC used a metallic "sticker" for the VIN. Since mine was starting to peal, I got some thin Plexiglass and made a cover that I held in place with "tamper resistant" screws. Never had it questioned. Might be an idea for you in case the DOT's sticker isn't good.
