But... a 130 would have bigger rims and tires than 110, so it comes down to doing the math.
Drop the driveshaft, look for the tooth count on the end of the pinion, get the tire size and look up the RPM (revs per mile) for the tires you are running and do the math.

You should be able to do 55-60 MPH (100 KPH).

My S132 with a BD240 and 4.88 rear axle will do 55-60 MPH but not much more. I have a T-9 transmission, the final drive is 1.0

My current tire sizes are 225/75R16
56 S-120 4x4 started the whole mess.
S-132 dually longbed,
S-120 4x4 Travelall,
S144 Forestry truck,
S160 Holmes tow

225/75R16 tires have a diameter of 29.3", a section width of 8.9", and a wheel diameter of 16". The circumference is 92.0" and they have 689 revolutions per mile. This means 3362 engine rpm at 60 mph. (4.88X689) 10,086 power strokes per mile

Yeah, there really isn't I've got the highway gears in mine. From seeing the rear end ratios I'd say that fifty in the 130 would be pushing it.

What is the safe rpm range for my L130 (sd 220 and unsync 4 speed trans)? I keep my speed around 35mph but this means i can really only drive it around home. I would love to squeeze to 45 mph and be able to travel a little further without making a journey of it.

Seams to me you have done none of the work to detemine what you have and what you are running but want an answer.
No where to I see what tire RPM or even tire size, only a guess as to possable ratios, time to get out and do some of your own investigating. Then when we have the info we can give you an answer.

Here are the axle ratios you might have. I did the simple math for this information on September 25, 2018. put your information in to find what you need to know.
4.3/1
3.57/1
6.166/1
4.88/1
The number to the left of the forward slash is the number of turns of the driveshaft. The "1" is for one turn of the wheel.

Having finally had the time to do somw cointing, i believe my axle to be 6.166. It is a 4 speed and runs on 16 inch wheels. The truck is 100 percent original other than a 12 volt converson done by a previous owner. I aopreciate any help in determining what the safe driving speed should be for this truck in its original set up.

Wheel (rim size) has no effect, you need tire Revs per mile for the size tire you are running.
Axle ratio can be found looking on the head of the pinion (drop the drive shaft and look at the pinion head) for the tooth count (like 10-41, which would be a 4.10 ratio) Unless the trans is OD it has no effect either.
All you need to know is max engine rpm (red line) axle ratio and tire Revs/mile. to figure out how fast it can be driven.
Without those numbers everything is a guess.
