If you are "slow" driving, relative to the rest of the world, here is my take on that. Two things: Exhaust leaks, and the Down tube off your engine. These two things can give you fumes that could be drawn up and into your Paper filter. That is why I still like the Oil bath filter on the original engine.
Just my thoughts.

Perhaps a housing that shrouds the paper element from the environment with a cold air duct up to the front would be a possible solution if you don't want to use the oil bath unit.

" it chokes my engine when its full of oil"

How much oil are you using? The L-series owners manual lists 1 pint.

1 pint should be about one inch at the most on the bottom of your oil bath air filter. the oil is there to catch/trap the large particulates that come in. If the Mesh in a filter like that "chokes" off the engine for air, you have been in the Field WAY to long without a clean and flush.

All my Internationals have the oil bath air cleaner and never had a problem with them choking the engine. There is a level line on the side to indicate how full to make them. My S series operator manual indicates one pint of oil when re-filling the oil bath air cleaner. Every 5000 miles cleaning and changing.
