Sounds more like it had a part throttle rich condition, with the float level up, it effects the change over between idle and main metering. with high float, it will draw on both main and idle system, giving a flat spot that could be mistaken for a lean condition as they both leave you with a dead spot in the throttle.
Lower level in the bowl, delays the change to main metering and tends to lean out the whole band.
