no you have to manually force one end inside the other to collaps the rim, it "wants" to stay in the correct position.

Ok, so once it is collapsed, the tire and tube will come off. Reinstall the tire and tube, pry the wheel out so the edges align, install the lock ring, install it on the hub and inflate to 15 lbs? Correct?

Deflate, push the bead away from the lock ring ,colaps the rim and remove lock ring (kind of one motion, you pry the rim in from the solid ring), remove tire/tube. To re instal tire/tube goes on first, then the lock ring, then expand the rim to its running/locked position, then inflate
