GD- 214 engine.

Getting ready to put the flywheel on 2 dowels with nuts and 4 bolts with nuts hold it on.
I saved and bagged the bolts, washers and the nuts when I took it apart.
My question is I am having a difficult time getting those washers on the bolts it seems they are too large to get on the bolt and not go flat against the end of the crank.
Do those washers go against the head of the bolt VS going on the nut end? Honestly I do not remember when I took them off.
There is not much room between the block and the end of the bolt to get the washer and nut started even with a pair of long needle nose pliers.
Looking for thoughts or suggestions.

bolts go thru crankshaft end from engine side to toward fly wheel, should be installed when crank is out or before pan goes on.

not sure if you can feed them in after the fact, nut is on flywheel clutch surface side

My engine is altogether so they are going in the other way. I did use locktite on them.

NOT good. Bolts need to go on the crankshaft first, nuts on the flywheel side.

What will happen with the bolts in backwards? Engine all together and torque down.
