1936 C1 INTERNATIONAL name badge restoration

I am looking for advice from someone who has done it on the restoration of the INTERNATIONAL nameplates on the hood sides. The thing that I am hanging up on is how to best color the black background without harming the raised letters and the border. Also the small "Made in USA" letters are a challenge. I want do something that will last and I do not want to damage the thin aluminum. My first plan was to powder coat the background then polish the unpainted parts and clear coat it. The biggest problem I see with that is how to mask the small Made in USA letters. Also I am not positive that the things are actually aluminum because they are so soft. I realize that they would have been in the fully annealed state when they were press formed in 1935 but the lack of corrosion anywhere on the bare aluminum makes me think that they may be an alloy with a low melting point or they could just be anodized. The other method that I have considered are masking with frisket and spraying the background. The issues I see with that are adhesion and longevity of the paint. How did you do it and how did it turn out?

I realize that these nameplates are available as replacements but they are $195 each. Mine are in excellent shape except for the black on the background and I don't want to spend $400 to replace them.
