It's just so weird how many versions of DMV and smog regs are operating simultaneously in this Country.
Historically, CA is the hardest, strictest, worst.
Pretty much (but not forever?) we smog based on year of VEHICLE only in CA. 1976 and newer.
Engine CHANGES on a vehicle subject to smog are not allowed unless that particular make, model, year CAME with that engine, too.
For example, putting a 350 Chevy V-8 where the Chevy straight six was on a 70s pickup.
You CAN go newer if the BAR referee OKs it. It's a great idea to ask FIRST.
The CA BAR (Bureau of Automotive Repair) actively holds "smog" classes for law-enforcement and other agencies.
In other words, chances are the cop that stops you for a ticket now knows what to look for under the hood.
However, these kinds of inspections might only happen if you are caught racing...
When I started smogging cars 25 years ago, we were smogging 1966 and newer.
Now that the year is 1976 and newer, I've noticed the old-fashioned street rods being built again.
That's kinda cool! Blowers, huge engines, etc.
We had the "rolling year" thing for a year. One governor started it and another halted it!
We went from 1975 cut off to 1976. Funny.
