Kb1 Starter

I could use some guidance with my "stomp starter" I think it's called. GD 214, 1943 Kb1. The peddle inside the cab will be very hard to push randomly and then at times be very easy to push. The starter will at times engage perfectly and then will not. When it doesn't the starter motor runs as always but it's acting as though the Bendix (if that's the correct nomenclature) isn't engaging at all. It does not sound as though I've hit a place where there's a damaged tooth on it or the flywheel. It sounds as though it's not getting to the flywheel.

Also, this vehicle has been in storage (dry, heated andA/C'd space) for about15 years. When last it ran this was not an issue. Any suggestions on the best plan going forward would be appreciated
