VIN (Vehicle Identification Number) was not mandated by the FedGov until the 1981 model year. Prior to 1981, it was optional for a few years and was utilized by some manufacturers, but not by IHC.
Prior to 1981 model year trucks, IHC utilized Serial Numbers of their own design.

It's all on the data plate.
The METRO data plate is for the BODY only.
As it appears to me altered, who know what happened to it over the years.
But it does not effect the IHC vehicle data plate.
