Say what you want about CA but on less-valuable transactions a bill-of-sale gets the ball rolling.
The "statement of facts" form helps, too. If the vehicle isn't in their computer you can save yourself a lot of trouble.
Vin verification then becomes the hurdle.
In CA if you know a police officer, he or she can do it. There are Certified CA DMV specialists that can do it.
Finally, the DMV can do it. Just don't get a cranky DMV lady.

I noticed his ad has updated saying he's close to getting the title. I checked and here in NC, and to bond it and get a new title: you can all but forget it unless you are 100% certain of the condition of the title before hand. I look forward to see what happens. I'm still sure that even with the title it's not a $1200 truck, plus I kind of had to spend my money at the vet's office two days ago.... whomp whomp
