TRW Brain Box?

1975 IH 200 4x4 392
Engine compartment on the passenger side, next to heater box, is a box about 3" square, marked TRW 8 cyl, IH 462651. I has two wires and appears to have two ports for vacuum.
What is it? What does it do? Is it necessary?

Binder plant thinks it is a speed sensor? I don't know but likely some sort of vacuum control for emissions. trace what it is connected too to get an idea of what it does.
If it is currently not connected to anything I wouldn't worry about it.
